SCRI.PT Program
Since February 20, 2026, Portugal has had a new Audiovisual and Film Industry Financing Program.
The objective of this program is to support film productions and audiovisual content in Portugal, helping to:
- Promote Portuguese culture;
- Developing the national film and audiovisual industry;
- Making Portugal more attractive for international productions;
- Strengthening tourism through cinema;
- Helping the media sector.
Available amount:
The program has a total budget of 350 million euros for 4 years:
- 200 million euros for direct incentives to production;
- 150 million euros for a state-guaranteed bank credit line
Type of Supports:
1. Financial incentives (non-repayable subsidies)
To access the Incentive to Large Production, a production needs to spend at least 2.5 million euros in Portugal. The incentive can reach a maximum of 6 million euros per film or 3 million per series episode. Productions below this threshold can apply for the Medium Budget Incentive, whose minimum value will be defined later.

To access the Large Production Incentive, productions must have eligible production expenses carried out in national territory in the minimum amount of 2,500,000 euros. (1) a percentage of 30% (instead of 25%) applies to the following eligible expenditure in low-density territories and autonomous regions; regarding the remuneration of members of the artistic and technical team who have disabilities
2. Credit line with mutual guarantee
Banco Português de Fomento provides loans that are easier to obtain, because the State guarantees part of the risk. To access this line, you must first have been approved in one of the incentives.
Who manages the program?
- The program is managed by the ICA (Institute of Cinema and Audiovisual) which manages the incentives on a day-to-day basis;
- A Selection Committee (3 experts) decides which projects to approve;
- Banco Português de Fomento manages the credit line;
- Turismo de Portugal and the #PortugalMediaLab structure also participates in the coordination of the program.
Important rules
- The same project cannot receive both types of incentive (large production and medium budget) – you have to choose one;
- Support can be accumulated with other public support, but there are maximum limits;
- Projects that have already received support from the old fund (FATC) cannot apply again with the same project;
- The Tourism and Cinema Support Fund (FATC) was extinguished. Projects already approved previously continue to be paid by ICA until they are completed.
