Regulation of the Voluntary Carbon Market in Portugal

Noel Gomes, Joana de Sá and Leila Grácio draw attention to the three published ordinances that regulate the Voluntary Carbon Market (MVC) in Portugal.

The Voluntary Carbon Market (MVC) in Portugal, created by Decree-Law no. 4/2024, of January 5, constitutes an important tool in promoting initiatives to mitigate climate change, providing a regulated environment for compensation voluntary greenhouse gas (GHG) emissions.

On October 2nd, three ordinances were published that regulate fundamental aspects of this market, thus creating a robust regulatory framework, while ensuring that the market operates with transparency, efficiency and credibility.
